About the roles
The Council is focused on delivering the best possible outcomes for its residents and communities. To do this we need employees who support continuous improvement and try and find the best way of doing things. The newly formed Contracts and Commercial Department at the Royal Borough of Kingston upon Thames have created three exciting vacancies for two year fixed term apprenticeship positions. 

The three apprenticeship roles will rotate between three work areas within the Council’s Commissioning and Contract Management teams.

Commissioning involves looking at the best way to deliver the products and the services that our residents and communities need, while at the same time ensuring that the Council gets good value for its money. This often involves procuring (which is another way of saying buying) goods and services from companies who will do the work on our behalf and agreeing a contract between the Council and these companies to make sure they do what we need. 

Apprentices will spend a period of eight months working in each area. These work areas are listed below and apprentices will report to the Managers responsible for these work areas:

  • Commissioning - Commercialism and Innovation
    This role involves helping to find ways to make our contracts work harder by delivering additional benefits on behalf of our residents and communities, with a particular focus on local environmental, social and economic improvements.
     
  • Contract Management and Development
    Apprentices will help to manage the relationships that the Council has with the companies that deliver our services, to make sure that they do the things that we require of them, in order to meet the needs of our residents and communities.
     
  • Commissioning - Systems and Data
    This role focuses on research and analysis required to help the Council improve how we commission goods and services and sharing that learning across the Council.

In addition to the work areas listed above there is a possibility that apprentices will have the opportunity to shadow other service areas in the Council for shorter periods.

During the two year programme apprentices will complete the Commercial Procurement and Supply Level 4 Apprenticeship Standard from the Chartered Institute of Procurement and Supply and will work towards obtaining a L4 Diploma in Procurement & Supply with the Chartered Institute of Procurement & Supply (CIPS).

About you
We are looking for candidates with a high level of drive and commitment who are keen to develop skills and expertise in the field of Commissioning and Contract Management. Candidates must be able to work with organisations in the public and private sectors and must be prepared to work within a team.

You must also have the commitment to complete the training and qualifications associated with the apprenticeship:

  • Level 2 qualifications in English and Maths (GCSE equivalent), and
  • L4 Diploma in Procurement & Supply with the Chartered Institute of Procurement & Supply (CIPS).

Please note, in order to qualify for apprenticeship funding and be considered for this post you must also meet the following criteria:

  • Hold a GCSE level C/equivalent in Maths and English and be able to present original qualification certificates
  • Only apply for an apprenticeship unrelated to any qualifications they hold at the same or higher level than the apprenticeship they wish to apply for. The apprenticeship being applied for must be unrelated in subject and content from the qualification already held.
  • Not be enrolled on another funded apprenticeship or another funded further education or higher education programme at the time you start your new apprenticeship.
  • Have the right to work and study in England and be one of the following:
  1. A citizen of a country within the European Economic Area (EEA) or have the right to abode in the UK and have been resident in the EEA for at least the previous three years on the first day of your apprenticeship.
  2. A non-EEA citizen with permission from the UK government to live in the UK, (not for educational purposes) and have been ordinarily resident in the UK for at least the previous three years before the start of learning.

Our offer
Our apprenticeships are offered on a minimum contract duration of 12 months (some are longer depending on the level of apprenticeship you undertake), offer 23 days paid annual leave, access to our staff benefits (including discounts at local shops, restaurants and attractions), local government pension scheme (LGPS), and a minimum starting salary of £15,207 per annum for level 4 apprenticeships (equivalent to a HNC/Foundation Degree).
