An exciting opportunity has arisen for a Procurement Apprentice to join the busy Procurement Team at Lancashire Fire and Rescue Service. The post holder will study towards achievement of the Level 4 Procurement and Supply Apprenticeship Scheme which covers all procurement and supply disciplines.

Within the workplace, the post holder will support the Department with a wide array of duties, covering local, regional and national Procurement projects, managing contracts, maintaining relevant systems, ordering various items, supporting the stores function, producing reports and minutes, updating Service Orders and general office duties.

If you have 5 or more GCSE qualifications in grade C (4) or above (or equivalent) and have a desire to work in a procurement environment, this may just be the next challenge you are looking for.

The successful candidate will be able to attend at a named training provider to undertake the Level 4 standard in Procurement and Supply. A positive customer focused approach to work, the ability to work as part of a team, and the ability to be well organised and achieve deadlines are essential.

The post holder will be required to utilise Microsoft Office packages on a daily basis and retrieve data from a variety of data management systems, so excellent skills in the use of ICT would also be a distinct advantage.

The role of the Procurement Apprentice is to contribute to the work of the Service by assisting in managing the operation of the Procurement and Stores department.

These support services are to be carried out within the framework of policies and procedures determined by the Combined Fire Authority and Fire and Rescue Service Management Team.

The role of the Procurement Department is to provide a range of services to meet the day to day operation of the Service, such as:
  • Provision of procurement services i.e. tendering, contract management etc.
  • Provision of operational purchasing services i.e. ordering invoice payment, management of supplier database etc.
  • Operation and management of central stores including monitoring of stock and deliveries to Fire Stations
  • Management and maintenance of large pooled PPE system and stock
  • Acquisition and translation of market intelligence in respect of the service's product and overview portfolio
  • Identification of potential opportunities in respect of traditional and new products and services which may be relevant to the Authority

Responsibilities

This apprenticeship will involve the completion of a Level 4 standard in Procurement and Supply. This will be supported by the attainment of a level 4 Diploma with the Chartered Institute of Procurement and Supply (CIPS);

Involvement in managing local, regional and national Procurement projects, including:
  • Stakeholder management
  • Market research
  • Drafting invitation to tender/request for quotations
  • Drafting of evaluation and award criteria
  • Completion of evaluation and contract award documentation
  • Contract management
  • Review process
  • Creating/maintaining all manual and computer based Procurement records and Contracts
  • Sole responsibility for updating and maintenance of the Procurement Contracts Register
  • Responsibility for the management of appropriate corporate Contracts e.g. Stationery, Furniture, Water Coolers etc.
  • Sole responsibility for the management of the Supplier Set up process including compliance with Audit requirements
  • Undertaking of routine office duties e.g. answering telephone, distribution, preparation and despatch of mail, dealing with internal procurement enquiries and general queries from suppliers, ensuring adequate stocks of stationery and forms and reorder as necessary
  • Servicing of meetings, compiling agendas, taking and producing minutes
  • Maintaining and updating electronic and hard copy filing systems
  • Maintaining and updating Service Orders and associated paperwork
  • Support to Administrative Officer in regard to stock and suppliers e.g. updating of Stores and pooled PPE systems
  • Demonstrate a commitment to personal development and actively participate in the appraisal process
  • Promote a positive image of the Service in dealing with all other organisations and members of the public
  • To promote the principles of equality and diversity and comply with LFRS Equality, Diversity and Inclusion Policy at all times
  • To observe all rules governing health and safety and use safety equipment where it is provided
  • To support LFRS in its commitment to prevent pollution and minimise its impact on the environment


Requirements and prospects

Desired skills

  • Ability to use Microsoft Office packages including Word, Excel and Outlook (or equivalents)

Things to consider

It is a requirement of the post that the post holder undertakes Level 4 Procurement and Supply qualification via an appropriate training provider.

It is a requirement of the post that the post holder holds a current category 'B' (car) full driving licence.

If you use your own vehicle, you will be reimbursed for the use of the vehicle on authorised journeys in accordance with the LFRS Ad Hoc Car User Scheme.

The vehicle provided must be fit for purpose, be approved by the Head of Fleet and Engineering Services and meet the following requirements:
  • Valid MOT test certificate
  • Maintained in accordance with the manufacturers recommendations, kept in good condition and be fully road legal at all times
  • Insured for you to drive on official business journeys

It should be noted that the provision of your own vehicle does not preclude Lancashire Fire and Rescue Service requiring you to use service transport where this is considered more appropriate and in the interests of the organisation.

It is unacceptable for any LFRS employee to be under the influence of alcohol or illegal drugs at work. Such employees pose unnecessary risks to themselves and to their colleagues.

To this end, LFRS will screen all candidates selected for employment for illegal drugs and alcohol. This will be carried out at our Occupational Health Unit, under strict protocols and confidentially. Any candidate who refuses to be screened will not be employed. Any candidate who tests positive for illegal drugs or unsafe levels of alcohol will not be employed.
