HCC Property Services is a pioneering public service organisation with a national reputation for design, procurement and asset management. We are a large, integrated, multi-disciplinary team delivering a wide range of building and asset management projects for a range of clients, by successfully matching a commercial approach to a public sector brief.

HCC Property Services provides excellent training and development for talented individuals. Working in partnership with Portsmouth University, an opportunity currently exists within the team for a Real Estate Degree Apprentice, starting August/September 2019. This is a wonderful opportunity to start and develop your career in property, dealing with all aspects of estates surveying including acquisitions, sales, development, valuation, lease work and asset management. You will be given strong support to assist your development.

Job Purpose:

To support negotiations, agreements, reporting of land and property projects/transactions and to manage the County Council's land and property portfolio.

To influence, advise and inform on land and property matters, planning and policy and to maintain good communications with client groups and the public.

To complete a Degree Apprenticeship, undertake and pass the RICS Assessment of Professional Competence and attain RICS Chartered Surveyor Status.

Role Responsibilities:

Valuation and Estates Advice

To provide valuation and estates advice to clients and members, and to ensure the most effective use of the land and property assets of the County Council.

  • Providing valuation appraisals to enable informed land and property decisions
  • Expenditure monitoring/controlling
  • Creating opportunities to rationalise property holdings to release valuable assets for alternative uses
  • Increasing utilisation of clients' own property assets
  • Asset valuations required by law
  • Carry out client accommodation searches involving negotiations of lease terms and conditions

Acquisitions

To support the purchase of land and property interests, achieving the most favourable terms, to enable capital projects to proceed.
  • By providing initial appraisal advice to clients to minimise land acquisition costs
  • Undertaking private treaty negotiations with sellers
  • Competitive bidding
  • By using compulsory purchase powers where appropriate

Development
  • Report to and support the Team Leader or another surveyor.
  • Support the capital receipts programme by managing disposal projects and working as part of project teams.
  • Enhance value and maximise receipts by working with other property professionals to achieve a favourable planning position, sometimes securing planning consent for the most favourable alternative to support the disposal.
  • Provide appraisal advice to support options analysis and other decisions.
  • Create and develop new opportunities to secure and release surplus land or buildings.
  • Prepare senior management and Member reports on the outcome of marketing in order to obtain formal Decisions.
  • Provide valuation and estate advice and support to internal clients including service departments, external partner organisations, to ensure the most effective use of the land and property assets.

Estate Management

To act to protect and enhance the County Council's land and property assets in order to maximise revenue income, minimise expenditure and enhance service delivery.
  • By negotiating rentals to achieve maximum income to the client as landlord and minimum expenditure to client as tenant
  • Ensuring appropriate use of property in accordance with County Council/client objectives (e.g. employment creation, support for voluntary organisations)
  • Providing opportunities for "partner organisations" to use County Council land and property

Disposals

Support maximising of capital receipts to fund the County Council's capital programme.
  • By sale of land and property in accordance with the aims and objectives of the County Council.
  • Create new opportunities to secure and release surplus land or buildings
  • Maximise receipts by achieving planning consent for most favourable alternative use and deciding best method of sale
  • Draft Member reports recommending terms of sale

Training/Apprenticeship/APC

To undertake the Degree Apprenticeship and RICS Assessment of Professional Competence by:
  • Diligently completing all modules of the Degree Apprenticeship
  • Meeting the prescribed competency requirements of the APC
  • Passing the Final Assessment Interview in the earliest timescale

Mentoring and support will be provided by the employer throughout the Degree Apprenticeship and Assessment of Professional Competence and a structured development programme will be provided.

Desired qualifications

112-120 points to include a minimum of 2 A levels, or equivalent.

Or

BTEC Extended Diploma with a minimum DMM profile or equivalent qualifications.

And

Five GCSEs grade C or above including mathematics and English (reformed GCSEs grade 4 or equivalent qualifications or above).

Future prospects

Upon completion of the degree apprenticeship and the structured workplace learning you will undertake the RICS Assessment of Professional Competence leading to potential registration with the RICS as a Chartered Surveyor.
