Ofcom is at the cutting edge of modern communications. We work on issues related to the BBC, TV, media, radio and video-on-demand sectors, broadband, landline and mobile telecoms, postal services, and the airwaves used by wireless devices. The policies we make have a direct impact on the quality of people's lives.

Policy making is a vital part of what we do at Ofcom. It involves understanding problems that people are experiencing and working out how to solve them. We use a wide range of regulatory tools to do this, and we influence government and industry stakeholders. We know that great policy making involves working together to pool expertise and ideas to get the best result.

Purpose of the Role

Our new policy apprenticeship programme offers you a unique opportunity to work in Ofcom, while studying for a Level 4 Apprenticeship qualification, without paying any fees. At the end of the programme, you will have an apprenticeship qualification as well as two years' experience working for Ofcom - a great start to your policy career.

You will combine training with an external provider, on-the-job learning and internal training to develop your policy-making skills.

Some recent policy projects within Ofcom include:

- Diversity and equal opportunities in television. Our research shows that TV viewers want to see programmes that authentically portray their lives, reflecting the UK's diversity. We report on key findings and make recommendations on equality of opportunity in relation to employment in the broadcast sector - like making disability an area of focus to improve representation, setting targets at senior level for women and minority ethnic representation, and improved monitoring.
- Helping consumers to get better deals in communications markets. Some people do not understand when their contract is coming to an end and the savings they could make by switching. In order to solve this problem and ensure consumer fairness, we carried out research to identify the type of information customers would need to help them understand the options available to them at the end of their contract. As a result of this, from February 2020 we will be requiring providers to send customers important information highlighting when the contract will come to an end, how much the service will cost going forward as well as the alternative best offer they could provide to their customer.
- Raising awareness of online harms. Our research shows that four out of every five adult internet users have concerns about going online. Ofcom is looking at developing an in-depth understanding of specific online harms, and actively contributing to international discussion around online harms and people's use, attitudes and understanding of online.

As an apprentice, you will be working with others, including economic, legal and technology specialists, helping to ensure our policies deliver a real, long-term benefit to consumers. Your personal development is important to us, so you will also receive support and training as you grow in your role.

You will be assigned to one of our policy teams, which will be your home for the duration of the programme. However, you will have the opportunity to work on a project in at least one other area, across our different groups: consumer, competition, broadcasting, spectrum, strategy and public policy.

Requirements of the Role

To apply you will need:

- 5 x GCSEs including English Language and Maths (or level 2 equivalent) at grade C and above (or the new grade 4 and above)
- Level 3 qualification(s), including at least one of the below:

2 x A-levels at grade D and above; or
BTEC Extended Diploma at grade PPP and above; or
Level 3 apprenticeship; or
Equivalent level 3 qualifications of at least 48 UCAS points.

Skills, knowledge and experience

We don't expect you to know anything/everything/much about policy making yet. This is knowledge you will gain through the Level 4 Policy Officer Apprenticeship qualification, internal training and day-to-day experience. We are looking for someone who can show:

- A commitment to their own learning and personal development
- Problem-solving skills
- Team working skills
- Accuracy and attention to detail
- Strong written and oral communication skills
- An appreciation of and desire to promote Ofcom's values of excellence, agility, empowerment and collaboration.

Further Information

We are offering a starting salary of the London living wage (currently GBP19,201) and a competitive benefits package. On successful completion of the apprenticeship, we would expect you to transition to a permanent position at Ofcom.
