This is an exciting opportunity to support the project management of multiple aspects of the Economy, Transport & Environment department's infrastructure capital programmes within Hampshire County Council.

Hampshire County Council Economy, Transport & Environment, based in Winchester, has a strong reputation in delivering new infrastructure for the county, including new roads and road improvements, flood defences and bridge structures. We are also highly successful in securing external funding to support the significant growth of our £300million capital infrastructure programme.

The Senior Project Officer role sits in the Capital & Commercial Programme Management team. The team is responsible for supporting sub-programmes of infrastructure schemes across our capital and commercial programmes.

We are looking for a Senior Project Officer to join the team, supporting the wider business across the lifetime of multiple infrastructure projects within the < £2million sub-programme.

This is an Apprenticeship position - with the expectation that the successful applicant will complete a Level 4 Associate Project Management Apprenticeship.

This opportunity is advertised as full-time; however we are also happy to consider applications from people wanting to work on a part-time basis and/or wanting to work flexibly.

What You Will Be Doing:
  • At the core of the role you will be supporting our planning and delivery teams to progress multiple infrastructure schemes by identifying potential sources of funding, advising on authority limits and routes, managing scheme finances and monitoring & reporting on the sub-programme
  • Depending on the needs of the individual scheme, you may also need to liaise with external stakeholders, such as delivery partners or funders
  • You will also have close links with our Finance colleagues to manage internal financial processes. In addition, each team member has further individual responsibilities - depending on the skill base of the successful candidate, these responsibilities could include management of our database, management and reporting of funding received from developers, or other responsibilities related to the running of the capital programme
  • You will also receive full training and support from the Skills Team Apprenticeship team to increase your skills through your apprenticeship

About You:

You will be logical and detail-focused, with an aptitude towards monitoring finances and reporting on numerical information in a clear and informative way. You will also need to be a problem solver, as schemes often require some change to finances and approvals as they progress. As you will be working closely with our planning and delivery colleagues, you will need to be able to develop strong working relationships with them, positioning yourself as expert support for scheme finances and approvals.

Crucially, you will be naturally pro-active, identifying potential issues and working with others to resolve them, ensuring the success of each scheme in a commercially astute manner.

We are a very supportive and collaborative team and your colleagues will support you to develop your expertise in this role. It is quite a specialised area and we are not looking for someone with all the knowledge from day one, rather someone with the relevant competencies, interests and drive.
