Darlington Borough Council seeks to appoint a new Regulatory Compliance Apprentice to support the growth, development and future vision of Trading Standards, Private Sector Housing and Licensing services in Darlington.

These services are essential in protecting the public while promoting economic growth to provide a safe and vibrant community.

This is an exciting new role requiring a hardworking, self-motivated and enthusiastic individual who is able to combine study with work place attachments in the three specialist areas. You will receive our full support to undertake the Level 4 Apprenticeship training framework in Regulatory Compliance in accordance with the framework for the Regulatory Compliance Officer Apprenticeship, complete any required records and pass the end point assessment.

In this role you will assist Trading Standards, Private Sector Housing and Licensing as they deal with service requests from across the borough of Darlington. Within these specialist areas you will learn how to tackle rogue trading, ensure that consumer goods are safe and that businesses operate fairly. You will also learn how to inspect licensed premises, investigate breaches of legislation and submit files for prosecution. Working in housing you will help vulnerable tenants with their poor quality and unsafe housing conditions. In addition you will give advice and assistance to landlords, license properties and carry out a very varied, interesting and challenging work load. No two days will be the same.

Within all three work areas you will undertake projects, provide assistance with regulatory legislation where appropriate and ensure information is recorded accurately on our corporate databases. The role will also afford you with an opportunity to develop skills in providing witness statements to a standard that can be used in court as evidence.

MAIN DUTIES/RESPONSIBILITIES
  • Complete records as required to demonstrate that required apprenticeship tasks have been undertaken
  • To assist in the delivery of Trading Standards, Licensing and Private Sector Housing Services through engagement with the public and business customers
  • Develop a general knowledge of the statutory duties, roles and responsibilities allocated to Trading Standards, Licensing and Private Sector Housing
  • Assist Trading Standards, Licensing and Private Sector Housing officers to carry out inspections, investigations, and other activities within retail, manufacturing, agricultural, licensed premises, rented and domestic premises
  • To deal effectively with complaints, enquiries and requests for service received from the public and businesses, other internal and external local authority services and partner agencies
  • To assist with the provision of information, guidance and advice to businesses/landlords and individuals on how to comply with legislation
  • Develop a working knowledge of P.A.C.E.
  • Assist in the compilation of prosecution files
  • To assist colleagues in liaising with businesses/landlords/regulators and individuals to help resolve any issues of non-compliance
  • To draft reports following inspections and for committees where necessary
  • To develop and foster good client relations
  • Maintain proper records for all work undertaken
  • Assist with enforcement activities outside normal flexi hours
  • Liaise with Council Officer's, Members, outside bodies and organisations with regard to appropriate matters
  • Ensure that you work in line with all the Council's policies and procedures and ensure that you are aware of your obligations under these
  • Behave according to the Employees' Code of Conduct and ensure that you are aware of your obligations and responsibilities re: conflicts of interest, gifts, hospitality and other matters covered by the Code
  • Carry out your role in line with the Council's Equality agenda
  • To comply with health and safety policies, organisational statements and procedures, report any incidents / accidents/ hazards and take a pro-active approach to health and safety matters in order to protect yourself and others
  • Any other duties of a similar nature related to this post that may be required from time-to-time
  • This post is subject to an enhanced disclosure. The successful applicant will be subject to the relevant vetting checks before an offer of appointment is confirmed. Following appointment the employee will be subject to rechecking as required from time to time by the Council

  • IT literate, capable of using MS Office software

Future prospects

On successful completion of the apprenticeship, the person will be appointed to one of the three specialist areas on a permanent basis

Things to consider

  • Access to reliable transport in order to carry out the travelling requirements of the post is desirable
  • The position is subject to a satisfactory Enhanced DBS check
  • Applicants should demonstrate an awareness of the work carried out by Regulatory Services within local authorities
  • The position is based at two sities in Darlingon: Town Hall, Feethams, Darlington, DL1 5QT and Central House Annexe, Gladstone Street, Darlington, DL3 6JX
