Your New Role.

The Solent LEP is seeking to appoint a Compliance and Data Officer on a two-year fixed term basis. In this role you will have the opportunity to complete a Level 4 qualification in Regulatory Compliance via the Institute for Apprenticeships & Technical Education, facilitated by HTP Apprenticeship College.

In this new role, you will become a key member of the wider executive support structure to the LEP, providing compliance support across all areas of the organisation, ensuring compliance with key public and private sector frameworks. You will need to demonstrate a flexible approach to working; both in terms of the range and level of duties to be undertaken, and also to working hours - which may, at times, require attendance at early morning and evening meetings outside of regular office hours. Time off in lieu will be offered for any hours worked outside of core time. The Compliance and Data Officer will report to the Solent LEP Data Officer and will work closely with the LEPs legal teams, Chief Executive and wider Executive team to administer an exemplary compliance service to the LEP.

You will Support the LEP's approach to audit and monitoring, including supporting the completion of outputs and actions of internal audits conducted across the LEP and Portsmouth City Council. You will perform periodic risk and monitoring assessments and produce reports to the Data Manager and Governance and Compliance Manager. You will monitor compliance laws, regulations and internal policies, as well as maintaining records of gifts, hospitality, registers of interest and code of conduct in line with LEP's assurance framework. You will support the LEP's transparency agenda, plus complaints, whistleblowing, stakeholder enquiries and Freedom of Information as required.

Core Functions:
  • Support the LEPs approach to audit and monitoring, to include supporting the completion of outputs and actions of internal audits conducted across the LEP by the Accountable Body, Portsmouth City Council
  • Perform periodic risk and monitoring assessments in line with the LEPs Compliance Plan and produce reports to the Data and Compliance Manager and Governance and Compliance manager to be shared with the senior management team and LEP Board as appropriate
  • Monitor compliance with laws, regulations and internal policies and as guided by the Assurance Framework
  • Maintain records of gifts and hospitality and registers of interest and code of conduct in line with the LEPs Assurance Framework
  • Supporting the LEPs transparency agenda, including supporting the preparation and publication of key documents including meeting notes
  • Supporting the complaints, whistleblowing, stakeholder enquiries and Freedom of Information process as required
  • To collate, input and disseminate key management information to build a picture of business compliance and identifying risks which may result in non-compliance
  • Ensuring compliance of secretariat function of the LEP
  • Contribute to implementing robust and effective compliance controls within the organisation
  • Monitoring and maintaining the process for all HMG returns and other compliance requirements, such as statutory requirements for company accounts
  • Supporting the claims and loan funding processes where required
  • Ensuring the compliance and review of data returns from scheme leads, stakeholders and funding beneficiaries to the LEP
  • Collaborate with other departments to create a culture of compliance, keeping up to date with, and understanding, relevant laws and regulations.
  • Maintaining a calendar of and ensuring compliance with the production and publication of public meeting notes on the Solent LEP website
  • Facilitation of communications between the LEP Board and wider Company Membership to include, where appropriate, facilitation of class meetings of the Company membership
  • Facilitation of production of induction material to support LEP Board recruitment.
  • Supporting the LEPs Annual General Meeting and ensuring all statutory functions / requirements are adhered to
  • Support with the maintenance of Articles and Terms of Reference for LEP Panels and Forums
  • Facilitation of elections to the LEP Board of Directors in accordance with the Articles of Association
  • Maintain up to date contact records for all LEP Panels, Forums and Members
  • Where necessary, to seek advice on behalf of the LEP from legal teams at Paris Smith LLP and Portsmouth City Council
  • Supporting the LEPs approach to risk management, including development and maintenance of end to end operational process flows
  • Act as a first point-of-contact for LEP Directors, staff and Panel and Forum Members on queries relating to governance and compliance matters
  • Act as a first point-of-contact for Company Members in relation to membership matters, maintain the Companies subscriptions for membership book and, where necessary, facilitate changes in Company Membership
  • Any other tasks as required by the Solent LEP Data and Compliance Manager, Governance and Compliance Manager, Assistant Director of Corporate Governance and Communications and the PA and Office Manager

You will need to demonstrate substantial experience as a Compliance Officer or similar to a comparable entity, as well as excellent literacy and numeracy skills. You will demonstrate an ethical approach with ability to focus on commercial requirements, as well as good IT skills and experience with Microsoft Office programmes. You will need a high level of attention to detail and have the ability to work alone and as part of a small team. You should demonstrate you have the ability to prioritise, manage a busy workload and work to deadlines. Effective communication and interpersonal skills are essential for this role and you will need the ability to maintain confidentiality. You will have a flexible approach to duties and a willingness to work as part of a wider Executive Team to support all operations of the LEP. You will have a flexible approach to working hours and an ongoing commitment to personal development.
