The starting salary for this role is GBP27,991 per annum for a 36 hour working week.
Environment, Transport and Infrastructure's overall purpose is to enable safe reliable journeys and sustainable, prosperous places now and in the future. We do this through our Environment Service, Highways and Transport Service.
The Transport Policy Team sits within the Highways Service but works across the Environment, Transport and Infrastructure directorate and external key partners and organisations. The Team consists of three sub teams consisting of a Policy Team (responsible for developing policies and strategies to significantly reduce transport carbon emissions as part of our emerging 4th Local Transport Plan), a Future Programmes Team (responsible for developing business cases to secure funding for transport programmes such as our Local Cycling & Walking Implementation Plans (LCWIPs)) and a Scheme Delivery Team (responsible for sponsoring and project managing schemes up to GBP10m). The aim of the team is to develop policies and measures that enhance safe, cleaner, greener ways of travelling and accessing services and opportunities.
This role will be working in the Scheme Delivery Team which successfully works on delivering a number of sustainable transport schemes. As a Graduate Transport Planner, you will be working with Transport Planners, Engineers, Project Managers, Elected members and Contractors for the development of transport schemes. You will support with the operational delivery of the Transport Policy team by assisting transport planners in the management of project programmes. As well as this, you will support other team members with the development of schemes, business cases to secure funding and consultations and engagement events.
To be shortlisted to interview for this position your application will clearly evidence:
- Educated to Degree or NVQ qualification at level 5/6 in subjects such as Civil Engineering, Geography or Planning.
- Working towards or willing to work towards a professional qualification, with membership of a suitable professional body i.e. the RTPI, ICE, CIHT, IHE or TPS e.g. joining at Graduate Member level.
- Awareness of Transport and Highways policies and current highway and traffic regulations and documentation consistent with the training and development guidance issued by the professional bodies listed above.
- Ability to undertake investigations, analysis and research into a wide range of strategy, transport and planning issues in order to inform new and existing policy, strategies, briefings, projects and guidance. This will involve the preparation of documents and providing transport policy/strategy advice to develop Transport Strategies and Major Scheme business cases.
- Ability to assist in the design and organisation of and attendance at public consultation/exhibitions to seek stakeholder consensus on projects and transport policy and strategy.

Alongside your work, you will be expected to undertake a sponsored professional qualification at a post-graduate level, click here for an example. The course duration is around 2 to 3 years. You will benefit from paid time off to study and from an accelerated pay progression upon meeting your learning objectives. Mentoring will be provided by experienced colleagues and progression will be regularly monitored through one-to-one meetings.
