Building Services - Technical Operations & Compliance Manager

NHS Professionals are looking for a temporary Technical Operations & Compliance Manager to support the Surrey & Borders Partnership NHS Foundation Trust

Duration:Immediate start until the end of March 2022

Working hours:

Monday - Friday 8.30-5pm (On call - one week out of 8)

Location: Trust wide role. Office base is Trust Headquarters, Leatherhead House, KT22 7ET

Pay rate £25.31ph plus holiday pay

Role Purpose

The Technical Operations and Compliance manger will support the Technical Services Manager in delivering a cost effective and effective service delivery and ensure the estate and resident Hard Services contractor are compliant both statutorily and contractually.

Responsibilities

1. Day to day management of the Hard Services contractor

2. 1st level escalation for Facilities Management team in relation to Hard Services issues and the Hard Services contractor.

3. Monitor and manage the statutory compliance of the estate from a Hard Services perspective, including but not limited to:

• L8

• Electricity at work

• Loler

• Fire Management

• Means of Escape, including emergency/ escape lighting

• F-Gas

• Gas Safety

4. Monitor and ensure availability and reliability of the M&E assets

5. Ensure Hard Services Contractor and sub-contractors comply with their contract obligations and escalate any non-compliances to the Technical Services Manager

6. Develop a Compliance Register and dashboard to demonstrate compliance status, Estate wide

7. Assist the Technical Services Manager developing a 5 year life cycle plan

Experience and Qualifications

Required

1. Formal 4 year trade apprenticeship in a relevant Building Services engineering field

2. Extensive experience in managing Hard Services contracts

3. Extensive knowledge of operational engineering systems

4. Experience in successfully improving asset availability and reliability

5. Successfully delivered utility savings from existing system operations

6. Extensive knowledge and successfully delivered compliance within an operational estate

7. Minimum ONC/NVQ 3 in a relevant Building Services subject

8. L8 Responsible Person training

9. IOSH Managing Safely

10. Effective communicator

11. Team player

Desired

1. Neebosh General Certificate

2. Previous NHS experience

3. Line Management experience
